Hello - I have a 28 pin qfn 328p which I accidentally set to 0x00 on all fuses
I have a dip breakout adapter for it coming, but I noticed that all of the pins are offset by -4, so should I just use jumper wires from the appropriate pins on the breakout to the 28 pin socket on the shield?

It depends on how the dip breakout is wired, but if it simply connects pin 1 on the QFN to pin 1 on the DIP, then yes because the QFN uses a different pinout you'll have to make sure to re-route the correct signals to the shield.
